The lower chamber has voted to strike down a decree of necessity and
urgency (DNU) signed by President Cristina Fernández creating a bicentennial
fund with US$4.4bn of central bank reserves from which the government started
repaying private creditors last week. The vote in the lower chamber carried by
140 to 93 on 14 April, but it will only be valid if the senate follows suit -
and this is unlikely given the parity of government and opposition forces. The
senate made quorum on 14 April for the first time since returning from recess
more than six weeks ago. After two key votes, the government and opposition had
